The TRUST Department is the guiding force of ethical responsibility within CORE, dedicated to strengthening relationships between law enforcement and the communities they serve.

It is not an enforcer but a beacon of accountability, transparency, and reform—working to uphold the highest standards of trust, fairness, and ethical governance in public safety.

Through confidential advocacy forums, public town halls, and structured dialogue, TRUST creates a space where both police officers and citizens can engage in meaningful discourse. While protecting the privacy and security of officers, TRUST ensures that systemic concerns are publicly addressed—allowing for solutions that prioritize both justice and protection.

Beyond policy reform, TRUST is committed to proactive relationship-building initiatives that foster positive engagement between law enforcement and youth. With specialized mentorship programs, school partnerships, and community initiatives, TRUST opens pathways for young people to see law enforcement not as an opposing force, but as an opportunity to serve.

By working closely with the READ Department and other CORE divisions, TRUST creates opportunities for both aspiring and current officers, ensuring ethical leadership, education, and training remain at the forefront of law enforcement.
